EEuropean Investment Fund
The European Investment Fund (EIF) is the EIB Group's specialist in financing small and medium-sized businesses. It was founded in 1994 and is based in Luxembourg. It is Europe's largest limited partner in venture capital and private equity funds. It invests in funds, co-invests and provides guarantees and inclusive-finance instruments through financial intermediaries across the EU and associated countries. In 2025 it delivered close to €16 billion in guarantees and equity finance and was estimated to have contributed almost a quarter of all venture capital raised by European funds that year. It also manages flagship mandates such as InvestEU and the European Tech Champions Initiative, which anchored 12 venture capital mega-funds in its first phase.
