EEuropean Investment Bank
The European Investment Bank (EIB) is the Luxembourg-based public lending institution of the European Union, owned by the EU member states and founded in 1958. It invests in innovative, fast-growing European companies mainly through venture debt: long-term loans with bullet repayment and equity-risk-linked remuneration that complement venture capital rounds, typically for growth-stage start-ups and scale-ups in life sciences, digital, deep tech, clean tech and defence. The EIB Group, which also includes the European Investment Fund, is one of Spain's largest financiers, with around €11 billion of financing and investment operations in the country in 2025, and it runs the TechEU programme and the European Tech Champions Initiative to scale up European technology leaders.
